What is Certificate of suitable accommodation?

What's its purpose? Where can I obtain it?

29th November 2008: Hello, I've applied for family reunification with my husband. At the Immigrations Office at the Prefecture (Sportello Unico) I was asked to bring a certificate of suitable accommodation (certificato che attesti l'idoneità dell'alloggio). What is this? Where can I obtain it?

Availability of suitable accommodation can be proved showing a certificate known as certificate of suitable accommodation (certificato di idoneità alloggiativa) issued by the technical office of the City Council in which your house is located. You can also apply for this certificate at the competent Local Health Office (Azienda sanitaria locale). These documents show that the house in which you live is suitable for human accommodation.

The certificate issued by the City Council certifies the number of people who can live in a given house by applying the minimum parameters set by the Regional and City Council public residence laws.

The certificate issued by the Local Health Office shows that the house meets the basic health and hygienic standards set by the Ministry of Health and verified by the Local Health Office.

rifugiati7genpic.pngNon-EU foreigners can apply for the certificate of suitable accommodation in the following cases:

- while applying for family reunification (in case one is applying for family reunification with a minor child under 14, this certificate is substituted by a declaration of hospitality)

- while applying for family cohesion in accordance with Article 30 of the Immigration Law

- while applying for Permanent Resident Permit for oneself and family members in accordance with Article 29 of the Immigration Law

- while applying for authorisation to work for a foreign worker living abroad

- while undersigning the residence contract (contratto di soggiorno) in case of hiring, where this is applicable

Application for certificate of suitable accommodation can be submitted at the City Council's office by the landlord, tenant, or anyone making free use of the house (guest). In case a guest is applying for this certificate, he/she has to attach a declaration of hospitality from the landlord together with a copy of the landlord's ID card.

A third party can apply for this certificate on your behalf. You simply have to delegate this in writing and give the delegate a copy of your ID.

Each office normally has its own detailed list of required documents. It is therefore wise to go and check on this at the office in your area.

Required documents

In order to apply for this certificate, one must fill in a special form available at the technical office of the City Council in which the house is located.

The following documents have to be attached:

- applicant's ID card

- title deed, or rent contract, or a declaration of hospitality from the landlord together with a copy of the landlord's ID card

- plan of the house

- two €14,62 revenue stamps

- payment of a fee that varies from one City Council to the other

- non-EU foreigners have to submit a copy of the Permit of Stay (either valid or postal slip showing they've applied for its renewal) or Permanent Resident Permit

NB: After submitting the application, the City Council may send an officer to inspect the house to ascertain that it meets the required standards.

Time required to process this certificate varies from one City Council to another, but generally it doesn't take more than 30 days. The certificate issued by the City Council is valid for 6 months.
